OSMP Voice and Sight Tag Program: Summary of Dog-Related Conflict Information Nov 2012

This is a very interesting report, not so much on the conclusion, but how, by selecting and classifying data, you can make data appear to represent anything.

For example, how would you define “conflict” with dogs?  Dogs attacking passers by?  Dogs fighting?  Trouble is that doesn’t provide enough data to prove conflict, so we need to classify other activities as conflict to bump the numbers.  In this report dogs playing with each other are considered “conflict”.
